Redistricting Update

The latest redistrictng plan
Click here for a Times-Herald article about redistricting which suggests that nearly three quarters of current Legislators will face each other in a primary under the latest redistricting plan.

Gaining steam among Reapportionment Committee members is a weighted voting scheme that would keep towns whole.  Even if the Commission approves weighted voting, expect a thunderous veto from the Mighty Heiny - who was on a local radio station on Friday threatening a veto on any plan that does not meet his standards.  Some Legislators think Hein will veto any plan presented to him in order to exert his control over the process.

To avoid this, the best bet is for Republicans and Democrats to work together to come up with a plan acceptable to both parties.  This way, there will be enough votes to override a Hein veto.

  1. They shouldn't be concerned about Hein using a veto. It he does veto a plan it will just expose him as the meddling obstructionist he really is. Hein is the first to yelp if he thinks the legislature is involving itself in executive branch business, so he should let the legislature take care of its own business.

  2. Isn't it going to be independent, that means Hein can't block it. Although I don't like weighted votes it is the only way to get it thru

  3. The goal shouldn't be to get it passed. It should be to get it right. Weighted votes sounds great on paper, but what the commission is propsing won't hold up in court when challenged (and it will be). I'm tired to the legislators that have been getting involved worrying about what it means to them as individuals. Every 10 years the Census happens and the reset button gets hit. Do your job commission and create a plan and get it to the Legislature. If they choose to alter it, then it is on them to pay the consequences.

  4. The Reapportionment Committee has no concrete plan in place for the Legislature to approve at its meeting tonight, Tuesday April 26. They are attempting to scheme again on Wednesday and promise to have yet another plan for the Legislature to approve by its May meeting. A bunch of ya-whos.

  5. If they wait long enough, they can make sure all of the incumbents are taken care of. They seem to taking care of them one by one, into a safe place. Last nights winners? Donaldson, Loughran, Bernardo and Fabiano.

  6. FAIL !!!

This process has been polluted. Here is why.

First and foremost is the fact that the commission was 100% dependent on the County planning department personnel (who reports to the Executive) to operate the computer software and to create maps. The commission members were not trianed, prepared, properly educated, nor given the necessary tools to do the job independently.

Second, they rushed these plans based on artificial, self imposed unnecessary deadlines.

Third, they spent more time talking about what they were doing than actually doing it, they went to town board meetings without any plans and allowed those towns to have unfair influence on what they were about to do.

Fourth, they allowed dominant personalities to take over at different times and that stifled other members input.

Fifth, They had the COUNTY Attorney sitting with them at every meeting. (she reports directly to the Executive too), where were the Legislature attorneys?

Sixth, As each passing day went by, they folded to more and more Legislators and Political party bosses and created districts that not only protected incumbents, but ensured they will be reelected for years to come.

This was a difficult job,to say the least. They should have been much firmer in their decision making process and not allowed all of the politics to creep in. It is a shame it ended up this way. These districts will produce a lot of incumbents. In five years, we will asking the same questions of the Legislature that we are asking today.

    FAIL !!!

  7. I don't think Hein can legally veto it. The charter gives the approval power to the Legislature, not Hein.

  8. Hein has 3 choices with any Resolution or Law that does not deal specifically with the Legislative appointments.
Sign it, veto it, or leave it on the desk for 10 or 30 days depending on the resolution, and it becomes law.

Except as otherwise provided by this Charter, every local law, legalizing act, or
resolution adopted by the County Legislature, except legislative branch appointments not
otherwise subject to County Executive approval and resolutions establishing rules and
regulations or other matters pertaining solely to the conduct of the Legislature, shall be
certified by the Clerk of the Legislature and submitted within five days after passage to
the County Executive for the County Executive's approval in writing.

  9. To 7:19 AM--You are spot on. Every argument you present, is clear. They won't listen to reason though. And 5:58PM--We are not surprised in the outcome of the latest realignment to save certain incumbents. The whole process is shameful.

  10. The word on the Street is Mr. Auerbach “The Bankrupter of the Ellenville “and Mr. Hein “The Self Bloviating” Executive of the County of Ulster is at war. I have heard rumors that the Democratic Party is at Civil War with in itself. I have heard rumors that Mr. Hein and Mr. Auerbach each represent the two different sides of the Democratic Party in Ulster County. I have also heard Mr. Hein maybe in a primary situation within his own party. He is not going to get the Ulster County Republican nomination hell would freeze if that would happen. They will not nominate anyone and leave the position open then nominate him Mr. Hein. Of course he got the Independence Party of Ulster County nomination by the Backstabbers of that party. I hear Mr. Aurebach wants to audit as many of Mr. Hein’s departments and headline in the newspapers all the flaws his Auditor Department finds no matter if the reports are made up. A friend of mine told me that the one department Mr. Auerbach loves to have midnight fun with is the Information Services Department. He is about to do an Audit on the entire inventory of the computers but one problem. They just got approved a new inventory system and they are in the process of implementing the system as a department. I was told that department has been trying to get an inventory system approved for several years now a system to track the inventory but it was denied. Now Mr. Auerbach wants to slam the Information Services Department and get headlines against Mr. Hein at the expense of the workers and management of the Ulster County Information Services Department. How can Mr. Auerbach and his propaganda department get away with destroying people’s lives and careers just because he is at political war with Mr. Hein and the departments under Mr. Hein’s control.

  11. It looks like some people are speaking up about the obvious gerrymandering of districts to help certain well connected Legislators. Loughran, Fabiano, and Maloney. A judge should step in and throw the whole thing out and start from scratch. This is not how it was suppose end up.
The one that really stands out is Loughran. How else can you explain Loughran and Donaldson being in different districts? They live around the corner from each other.

  12. Did you read the paper today? Aeillo is crying because he has to beat Frey in a primary, which he will. Frey is the one who should be worried. Cahill is crying, although he has a good point about Ulster having it's own district. Maloney sure did get lucky getting the Town of Kingston in his district. Isn't Ed Gaddy the county Conservative chairman on the town board of Kingston? No wonder they wanted to be together.
Walker got screwed by Loughran. It is ironic that the only Black person who wanted to run gets shut out after they made such a big deal about minority representation and then fix the district so he loses.

  15. Terry Bernardo endorses Hein? Did hell freeze over, did I miss something? You must not know Len and Terry very well if you think they agree on everything.

  16. The fix is in... they changed it again, this time to protect some people in the South. Time for a Judge to look into this and the reasons for all these 11th hour changes.

  17. I dont get Fawn endorsing this man. It was because of Hein she lost her job at the Ulster County Jobs Training Department at the Ulster County BRC. Hein put in his Liberal Lady Friend over at the department and forced Fawn out. Wake up Fawn the alarm clock is ringing.

  18. Hello? McFly? 9:31 you should wake up, in case you haven't heard, NO ONE is running against Hein. Manuela "it's my right to run" Mihailescu from the Town of Rochester should challenge Hein. That would be awesome! Run Manuela run, you can beat him! Show these people what Democracy is.

  20. Bernardo - Legislature - Shcriebman - Auerbach - Tantillo - Hein - Yess - Carnright. Quid pro quo.

Have you put the pieces together yet? Don't worry it will come to you if it hasn't yet.
