Due to a pair of upsets, it appears the match up for Kingston Mayor will be Democrat Shayne Gallo & Republican Ron Polacco. Polacco's hustle ended the once-promising career of Andi Turco-Levin. Unfortunately, his reward for his hard work will be an ass-thumping from Gallo in November. Gallo also has the Independence & Working Families lines.
In Ulster County Legislature Republican primaries, Terry Bernardo walloped arch-enemy Manuela Michailescu in Accord. In Saugerties, Bob Aiello defeated Walter Frey, who's non-stance on Golden Hill may have hurt him. Frey also ran a lackluster campaign.
On the Democratic side, long time Legislators Dave Donaldson & Hector "H.Rod" Rodriguez were victorious. As you may recall, H.Rod was dropped by New Paltz Democrats at the UC Dem convention this past summer.
There were several minor party primaries that could decide November winners. The Indy primary in the ultra-competitive Gardiner Legislature District between Dem Tracy Bartells & Conservative Jack Hayes will be decided in Court next week. The winner will be the favorite heading into November. Interesting sidebar - there was a dispute regarding two relatives of "Mr. Republican" Glenn Nooooonan who cast votes for Bartells, but no longer live in the area. In Saugerties, Kelly Myers defeated longtime Supervisor Greg Helsmoortel in the Indy primary.
Golden Hill supporters had a setback this week when a resolution calling for the continued county operation of the facility was defeated 15-14. But supporters shouldn't lose heart because only 8 of the 15 no votes will return to the Legislature next year, while 10 of 14 supporters will return.

* Former UC GOP Chair Robin Yess announced the formation of the Liberty Coalition, a PAC dedicated to electing candidates supporting Republican core principles. According to the group, Republican core principles means opposing continued county ownership of Golden Hill Health Care Center. Yess announced that the Liberty Coalition is supporting the following Ulster County Legislative Republican Primary candidates: In Saugerties, Walter Frey over Bob Aiello; in Rochester, Manuela Michailescu over Terry Bernardo; and, in Esopus, Laura Petit over Carl Belfiglio (Petit's Republican petitions were deemed invalid but she is appealing). Golden Hill supporters also formed a group to support pro-nursing home candidates. A rumor floating around political circles is that a countywide survey showed overwhelming support for keeping Golden Hill under county control.

* The Mighty Heiny once again trotted out Budget Director Art Smith to announce that the county is still facing a $25 million deficit. Some may question whether Hein is setting expectations low only later to miraculously produce a small tax increase. Political insiders, however, believe Hein may be in real trouble this time.

* Looks like the future of the Ulster County RRA is at a crisis point. Talk about terrible timing - the RRA is asking for a 16% county subsidy increase, The Legislature is putting all options on the table, including implementing flow control or creating a county solid waste department. In order to better impose its will on the agency, perhaps the Legislature should look at amending the state legislation governing the RRA to make the Legislature the agency's Board of Directors.

County Credit Rating

Last week, Ulster County's credit rating was maintained by a financial firm. The firm cited the infamous 39% property tax increase from a few years ago as a major factor. The tax increase ushered Republicans out of power and helped give rise to the Age of Hein. Hein used the revenues from the tax increase to establish his bona fides as a budget wizard while Republicans took the blame.

Naturally, Hein took credit despite his raiding of county surplus funds in recent years. Wait......if the 39% tax increase was the real reason for the turnaround in county finances, is Hein still a budget wizard???
Political Roundup

This crazy political year continues. The latest - a former Republican Legislative Attorney unsuccessfully filing a court action to knock off an incumbent Republican Legislator (Terry Bernardo) from the Independence line. Bernardo maintained the Republican and Independence lines but was denied the Conservative line. She faces a primary from Republican challenger. Democrats have no candidate in that district, so the district will remain in Republican hands.

More important to control of the Legislature is a court ruling throwing out Republican Kevin Roberts' Independence petitions. Robert kept the GOP and Conservative lines in a district with a slight Republican advantage. If Republicans lose this seat, it will be nearly impossible to maintain control of the Legislature.

Even without a County Executive race, the upcoming election season figures to be as hot as the recent weather.

Political insiders can't remember a more crazy time in local politics. Primaries and Opportunity to Ballot races will litter the political landscape for town and county races from Saugerties to Kingston to Esopus to Rochester. Motives range from philosophical differences to outright hatred.

This year's races features:

* A multi-candidate Republican Primary for Kingston Mayor to determine if the most-electable of the lot, Andi Turco-Levin, can emerge victorious.

* A Democratic Primary for Kingston Mayor featuring the last remnants of the traditional Democratic machine (Gallo) vs. the new wave (Clements).

* Kooky Glenn Nooooonan, who previously branded himself "Mr. Republican," carrying Independence Party petitions for the Democratic candidate in Gardiner.

* Tony Russo, nominated by Democrats over incumbent Rich Parete in the Marbletown/Hurley Legislative District, backing out at the last minute (probably due to the fact the Parete secured the Republican line!!!).

* The prospect of of three members of the same family serving in the Legislature at the same time (Poppa John Parete & sons Robert & Richard).

Local political junkies will get their fix & then some this year!!!

First Annual Nooooony Award

The Noooney... for lunacy in government... goes to... wait for it!!! It's a tie!

The first annual Noooney Award goes to the National Association of Counties (NACO) and NYS Comptroller Tom DiNapoli for honoring the Mighty Heiny for his Shared Highway Services Program (aka the Clear Path to Bullshit).

NACO & DiNapoli honored Hein despite the dubious success of the program. According to an excellent article by Michael Novinson in the 7/14/11 Times Herald Record, the program has saved the county only $58,000 and covers only 24 of the 425 miles of county roads - with half of those miles already covered by a shared services agreement before Hein took office. So far, 6 out of 20 Ulster County towns participate in the program.

This bit of PR puffery was no doubt orchestrated by Sen. Schumer to raise his protege's profile for a later run for higher office.

A Devil's Bargain

You may recall that last month, former Ulster County Legislature Majority Leader Mike Stock's name was floated as a potential Republican challenger to the Mighty Heiny. Stock ultimately decided not to run. If a rumor floating around the Legislature is true, Stock may have had a good reason to drop out.

Legislators are grumbling that Hein has hired Stock on a short term basis to help his golfing buddy get a pension (quid pro quo for dropping out of the race???). Hein's critics point out his hypocrisy in being willing to expand the county budget when it suits his political purposes.

* County Republicans held their unofficial convention last week. There were only two contested races - both in Saugerties. Incumbent Legislators Laura Petit, Cathy Terrizzi, Mike Sweeney and Frank "the Thug" Fellicello were not nominated. It looks like the end (hallelujah!!!) for Fellicello, who indicated he may seek a state Assembly post in the future. Where? Libya? Iran? WTF IS HE SMOKING!!! Looks like there will be at least two GOP Legislature primaries - the most exciting of which will be the match up between Bob Aiello & Walter Frey in Saugerties.

* An analysis by Ulster Publishing shows Democrats leading in enrollment in 13 of the 23 single-member Legislative districts. Voter turnout is usually much less for local elections, so enrollment edges of 200 or less are meaningless. Nonetheless, the GOP will have to pull an upset or two to maintain control.

* Kudos to Kingston Republicans for endorsing Andi Turco-Levin for Mayor. She is the most electable of the four GOP candidates in the race.

* A state audit revealed that Ulster County must reimburse the state $300k, wtf Mike Hein?

* Pro Golden Hill Health Care Center billboards are popping up around the county. It remains to be seen how this issue will impact the upcoming Legislature elections.

Democratic County Convention

As expected, County Dems nominated the Mighty Heiny for re-election and Jonathon Sennett for DA. Legislative endorsements held some surprises. A major factor in the change from multi-member to single-member districts is that incumbents are more "touchable." That is, it is now much easier for someone with a beef to take out a Legislator. This appears to be the case for the non-endorsements of Dem Legislators Hector Rodriguez (H-Rod) and Richard Parete as they both appear to have gotten on the bad side of their respective town Dem Chairwomen. Both have pledged to primary. Looks like there will be at least four Democratic primaries this September.

Nooooonan Comeback?

Glenn Noonan recently interviewed with the Gardiner Republican Committee to battle for the GOP endorsement for Legislature with incumbent Conservative Jack Hayes. Noonan proceeded to insult every person in the room and then demanded an endorsement vote in his presence. After he failed to secure a single vote, Noonan declared, "I decided not to run two weeks ago, I just came here to see what you'd do." Glenn Nooooonan, still crazy after all these years!!!

DA Carnright Gets a Big Boost

Holley Carnright received the Independence Party endorsement this past week. This may be the difference in a race that political insiders expect to be razor close.

Kingston Democrats Convention

In a mild surprise, Kingston Dems endorsed Hayes Clement over Shayne Gallo. Word has it that Gallo hasn't performed well and is losing momentum. But, Gallo still has the endorsement of the Independence & Working Families parties. Look for a nasty primary fight to the finish. Give Kingston Dems credit for rejecting Nick Woerner's bid for an Alderman seat. Two years ago, Woerner's unpopularity sank Town of Ulster Dems and contributed greatly to the Republican takeover of the Legislature.

* Kudo's to Highland Republican Legislator Mary Beth Maio, who stood up to Frank Fellicello's bullying to announce she will be seeking re-election. Fellicello, who now shares a legislative district with Maio, urged her to bow out for "the good of the party." HA!!! The best thing for the Republican Party would be for Fellicello to exit the public stage, pronto!

* The Legislature is considering adopting a new "flow control" law to erase the county's annual multi-million subsidy to the UC Resource Recovery Agency by 2013. While some may argue that property tax savings will be offset by increased garbage disposal costs, it appears that this is the only reasonable action to take. Sometimes, you just have to play the cards you're dealt.

* Legislature Republicans are seething that a member of their ranks had advance knowledge of the Mighty Heiny's plan to privatize county mental health services and did not share the information with colleagues.

* Wow! Hugh "Denim Depends" Reynolds suggested in a recent article that the Mighty Heiny may be "crying wolf" by again announcing the county is facing a large deficit (this time, $20 million) only to later pull off some "budget wizardry" and produce a budget with a minimal tax increase.

* With a great lack of fanfare, the Mighty Hein, naturally through flunky Queen Bea Havranek, announced the county would not be pursuing a lawsuit against the NYC DEP over turbid water releases in the Esopus Creek. Havranek said the DEP seemed to be sincere about stopping the releases. Hein no doubt received pressure from his high-powered political friends to drop the lawsuit. Talk about coming in like a lion and out like a lamb.

King Heiny Announces - Mental Health Will Be Privatized!!!

The Mighty Heiny caused a bi-partisan furor when Legislators found out about his plan to privatize county mental health services. Even Hein-o-phile Jeanette Provenzano criticized the Mighty One.

No doubt, Hein is feeling empowered by the lack of a Republican opponent. Given his nature, it's no surprise that Hein has decided this "policy" issue on his own without feeling the need to consult the Legislature. Hmmmmmm...Hein wants the Legislature to lead on sucky policy issues like Golden Hill and the Resource Recovery Agency while acting by fiat on less thorny issues.

While Legislators were slow to understand their role under the new government, they finally seem to getting the importance of being a check & balance against the Executive.

* It's nitty gritty time for the Reapportionment Commission and partisan politics is popping to the surface. This increases the likelihood of a press-grabbing Mighty Hein veto. After all, Hein went to all that expense and effort to make his "No Gerrymandering" sign.

* Despite Democratic Commission members harping about minority representation, such a district was broken up to accommodate Peter Loughran & Dave Donaldson.

* Incredibly, bigot Frank Fellicello & "The Brain" Rich Gerentine were given separate districts despite living in the same small town. Fellicello is now paired with Republican Mary Beth Maio, who is expected not to seek re-election. Fellicello & Gerentine famously screwed their fellow Republicans in the last redistricting. There is no justice in the world!

* Republicans Bob Aiello & Walter Frey will likely face-off in a primary due to a recent boundary change. Frey has little chance to win, as the district is in Aiello's backyard.

The question remains: will there be 22 happy Legislators to overide the expected Hein veto?

Click here for a Times-Herald article about redistricting which suggests that nearly three quarters of current Legislators will face each other in a primary under the latest redistricting plan.

Gaining steam among Reapportionment Committee members is a weighted voting scheme that would keep towns whole. Even if the Commission approves weighted voting, expect a thunderous veto from the Mighty Heiny - who was on a local radio station on Friday threatening a veto on any plan that does not meet his standards. Some Legislators think Hein will veto any plan presented to him in order to exert his control over the process.

To avoid this, the best bet is for Republicans and Democrats to work together to come up with a plan acceptable to both parties. This way, there will be enough votes to override a Hein veto.

Bischoff Does Republicans a Solid

Former Democratic Ulster County Legislator Gary Bischoff of Saugerties, who's ineptitude contributed to Republicans taking back control of the Legislature, continues to help the GOP even though he's out of office.

Bischoff, as you recall, was the Dems point person on implementing the new county charter. As the redistricting issue reaches a crescendo, yet another Bischoff screw-up has been revealed.

Somehow, even though the apparent intent of the Charter Commission was to give the final say on redistricting to an independent (don't laugh!!!) reapportionment committee, no specific language stating such was written into the final version of the charter. Due to Bischoff's faux pas, a Supreme Court Justice recently confirmed that the Legislature now has the final say (but does Hein have veto power?).

This decision throws a lifeline to Republicans, who will be royally screwed if any of the Reapportionment Commitee's heiny-mandered plans are adopted. Thanks to Bischoff's incompetency, redistricting will likely be settled in a court room.

Even though he's out of office, Bischoff is the gift to Republicans that keeps on giving.

Hein-Mandering !!!

A day after the Reapportionment Committee released three redistricting plans to the public, Ulster County Legislators are still in shock over how the Mighty Heiny has exerted his influence over the process.

Legislators have to be asking themselves how in the world did a supposed "independent" Committee be guided by Hein consigliere Bea Havarnek. The Committee has established guidelines for redistricting under Queen Bea's direction.

For example, the Committee, at Bea's urging, has kept the districts within 2% plus or minus from the magic resdistricting number of 7934 people per district. However, others have argued that the districts can deviate up to 10% plus or minus from the magic number and by using this higher deviation, the Committee would have more flexibility and keep more towns whole.

Legislators have to also be asking themselves how the "independent" Committee allowed itself to be entirely dependent on the Hein's Planning Department to create the new districts. The Planning Department has guarded the redistricting software as closely as Frank Felicello does his dinner plate. Efforts by some Committee members to hire an outside software firm were rebuffed.

Legislators are finally awakening to the fact the Mighty Heiny has pulled one over on them again. Majority Republicans would be nuts to approve any of the plans, as they appear to heavily favor Democrats.

This sets up an interesting dynamic if the Legislature makes major changes to the plan and Hein vetoes the plan. What happens then?

Members of the County Reapportionment Committee are outraged that the initial redistricting plan leaked to the public was created by the Mighty Heiny's Planning Department, not the Reapportionment Committee. Legislators negatively affected by leaked plan are also freaking out.

Committee members will try to reassume control over the process before Tuesday, when multiple plans will be presented to the public.

Funny how the Mighty Heiny tries to exert his influence over every operation of county government - all except the debate over the future of Golden Hill.

Golden Hill Supporters are Picketing the Wrong Person

The person Golden Hill "Health Care advocates should be picketing is none other than the Mighty Heiny.

One of Hein's first acts as County Administrator was to hold a power point presentation for Legislators about the need to sell Golden Hill.

When Hein was a candidate for County Executive, he was opposed to closing or privatizing Golden Hill (click Daily Freeman article here - very last sentence). Numerous people of both parties remember Hein opposing closing/privatizing at candidate forums throughout the county.

While Hein has smugly avoided the Golden Hill debate, he has expertly played the role of puppet master, manipulating Legislators willing to do his dirty work.

If Golden Hill supporters need directions on where to picket, go to the Ulster County Office Building, take the elevator to the sixth floor, and turn right at the Great Wall of Hein.

* There was rejoicing in the Ulster County Office Building last week when Lucky Auerbach finally hired a CPA, Lisa Cutten, to work in the Comptroller's Office. Cutten, who's prior county service was noteworthy for exposing malfeasance with the Lower Esopus River Watch, may have been elected Comptroller if it weren't for her fakakta challenge of Kingston Mayor Jim Sottile a few years ago.

* The Special Committee studying options for Golden Hill Health Care Center decided last week to hold off on a final recommendation until July. Legislative insiders believe there are enough votes right now to sell the facility. Golden Hill supporters now have a few more months to lobby Legislators.

* Rumor has it the Mighty Heiny flipped his lid when he received a letter from Legislative Majority Leader Paul Hansut asking for some direction on Golden Hill. Hein responded by announcing that a new facility will cost between $90 million and $160 million - which was immediately dismissed as bullshit by Minority Leader Jeanette Provenzano.

* A screening committee of the Kingston Republican Committee recommended Richard Cahill to be the party's nominee for Mayor. But, the tea leaves appear to be pointing towards Andi Turco-Levin.

* In a recent column, Hugh "the Denim Dabbler" Reynolds wrote that Town of Ulster Supervisor Jim Quigley is polling to see if it's possible to bring down the Mighty Heiny. Hopefully, the polling will reveal good news for Quigley.

A Kingston man was hailed as a hero for rescuing a woman from jumping off the Kingston-Rhinecliff Bridge. But, is he really a hero?

The man was on his way to Hudson from Kingston. He said he usually takes the Thruway to Hudson, but on this day he decided to go over the Kingston-Rhinecliff Bridge. This was no accident, according to Ulster County Executive Mike Hein.

"I sensed trouble on the bridge and, using my mental powers, diverted this man to the scene, said Hein. Hein says he developed his mental powers growing up on his parent's farm. "One day, I stared at a hen for an hour -then suddenly she laid an egg! Soon I was milking our cows using just my mind," said Hein.

Add extra-sensory perception to the impressive list of powers possessed by County Executive Mike Hein.

Redistricting Revisted

Some new information has come to light about the upcoming Ulster County Legislative redistricting. First, it appears prisoners in the four state prisons in the county be subtracted from the totals of the town where the prison is located. Therefore, for the purposes of hypothetical redistricting, Shawangunk's population will be reduced by the maximum capacity-1183 - and Warwarsing's reduced by maximum capacity of 1877.

After reducing the prisoners, the population figure used for redistricting is 179,433. The average population for the 23 single-member districts is 7801. Districts can range in size from 7411 to 8191. The population shift from north to south is now 5441.

The second change is a new state law enacted last year that prohibits municipalities that are less than 110% in population than the average number of people per district must remain whole. Towns with less than 8581 people (110% of 7801) are: Denning, Gardiner, Hardenburgh, Hurley, Town of Kingston, Marbletown, Olive, Rochester, Rosendale, Shandaken and Woodstock.

Here's MOJO's hypothetical 23 single member Ulster County Legislative Districts:

District 1 - Olive + Shandaken - Strong Democrat
District 2 - Rochester+Denning+Hardenburgh - Leans Republican
District 3 - Woodstock+ a part of west Saugerties - Strong Democrat

This week, the long-awaited census numbers arrived for Ulster County, showing a population of 182,493, up from 177,694 (2.7%) in 2000.

The good news is that the Reapportionment Commission can now get down to business. We now know each single member district will represent an average of 7935 people. Because districts can be 5% higher/lower than the aveage, the new districts can be between 7538 and 8332 residents.

The new numbers show the northern part of the county lost 1851 people while the southern part gained 6650. This will result in a shift of one seat from the north to the south.

Mojo created a hypothetical redistricting plan based on the new numbers. The numbers give Republicans a 12 to 11 edge. However, Democrats have more "solid" districts than Republicans. Therefore, control of the Legislature every two years will depend a several swing districts.

Heinjacked!!!

"Heinjacking" is the practice of the Mighty Heiny to take credit for the hard work of others. This week, Hein heinjacked the announcement that the state will finance the buying-out of Wawarsing homes impacted by a leaking NYC DEP water tunnel - and the state and county officials that worked hard to make this happen are royally pissed off.

People like Legislator Terry Bernardo and Senator John Bonacic - who started fighting the DEP when Hein was still hawking jewelry in the Hudson Valley Mall - were the leading forces in getting relief for the Wawarsing homeowners.

While Bernardo and Bonacic were toiling, Hein was preoccupied with suing the DEP over turbid water releases in the Esopus Creek. When asked to include the Wawarsing homeowners in a potential lawsuit, Hein refused. Now, he's acting as if it was his idea all along!

To restate the obvious, this blogger does not think Mike Hein is a very good person. He is in the position he's in today due to his ability as a con man. With dubious credentials, he first conned Republicans, then Democrats. Through a mix of megalomania, magic & bullshit, he's achieved dictatorial control over Ulster County politics.

Perhaps his hubris will lead to his eventual downfall. If he continues to piss off powerful people with the means and motivation to take him on, his downfall will happen sooner rather than later.

A Week of Announcements

It's been a busy week in Ulster County politics, with the Mighty Heiny launching his reelection campaign and the race for Kingston Mayor added two more contestants.

Hein's press conference was full of the fluff and self-puffery we have come to expect from the Mighty One. Lucky Ulster County residents can look forward to lots more of this for the next eight months. Hein also has $51k in his campaign war chest. It remains to be seen if a Republican candidate will come forward to challenge Hein and exploit the many flaws in his record.

Democrat Shayne Gallo and Republican Andi Turco-Levin entered the Kingston Mayoral race this week. Gallo, hoping to ascend to the office held by his late brother, T.R., will likely face Democratic Alderman Hayes Clement in a primary. Turco-Levin joins previously announced Republican candidates Rich Cahill, Ron Polacco and Jean Jacobs.

While it appears Cahill is the early favorite, Republicans may want to take a serious look at Turco-Levin. A strong female candidate may help the GOP reach out to non-enrolled/Democratic women voters - which is necessary for any Republican to bridge the large Democratic enrollment edge in the city.

Shot Across the Bow

Lucky Auerbach is at it again, this time taking the Mighty Heiny to task over his biometric time system (read article here). This time, Mojo likey!!!

The Mighty Heiny announced the program with great fanfare. But, as usual, Hein's follow through didn't equal the hype. Auerbach wrote that Hein's execution of the program was "seriously lacking" and Hein failed to follow county bidding procedures. Auerbach concluded: "we now have a situation whereby the county has spent well over $200,000 on hardware, software and professional services based on a single contract for a $49,280.”

Give Auerbach credit for doing what the county press corps has failed to do, holding Hein accountable. Auerbach may have another motive - revenge. When facing re-election last year, Auerbach was said to be peeved at the Mighty One for holding a giant fundraiser when Auerbach was struggling to raise funds.

A little animosity between Auerbach & Hein can only be a good thing for Ulster County taxpayers.

After brief moment of competency, UC Comptroller Lucky Auerbach has had a bad week.

First, DA Holley Carnright announced Auerbach's recent audit of the UCRRA was "insufficient" to determine if any criminal activity occurred at the agency. Although in this blogger's view, Auerbach's audit was helpful in advancing a public discussion on the future of the agency, Carnright wasn't as flattering. In a Daily Freeman article, Carnright cited an example of Auerbach's sloppiness, noting that his "report did not include a review of weight tickets that would have shown whether some trash haulers were being treated with favoritism."
Second, Auerbach jumped on the "bash" URGENT bandwagon by freezing "confidential" funds used by undercover officers to buy drugs & pay informants until internal controls on fund expenditures are put in place.

This prompted a quick rebuke from UC Undersheriff Frank "Super Cop" Faluotico and Legislature Majority Leader Paul Hansut, who called Auerbach's move as "irresponsible." There's also some question as to whether Auerbach has the legal authority to freeze the funds.

It's time for Auerbach to realize his election and re-election was not due to his popularity, creditials, or skill as a campaigner - it was due to pure luck. He should stop chasing headlines and focus his time on learning to competently perform his duties as prescribed in the county charter.

The County Comptroller should be the watchdog over the taxpayer's money, not the punch line to a joke.

Golden Hill Debate Reaches Fever Pitch

With each and every public forum, the intensity of support for the Golden Hill Health Care Center grows. County Legislature Republicans were pushing the idea of having a public referendum on the issue, but that was quickly shot down.

Republicans are now finally beginning to realize the emotional power of this issue and must be wondering how in the hell did the Mighty Heiny maneuver them into this mess. Hein, who is usually loquacious in the press on any/all county matters, has been content to sit out this issue and let Republicans take the heat.

Politicians, paranoid by nature, especially in an election year, are freaked-out by the prospect of having this issue linger until election day. Hein, a strong favorite for reelection, will continue to push Republicans for a decision while keeping himself out of the fray. Will the Legislature avoid the issue - and have Hein label them as weak and indecisive - until after election day or make a decision that may hurt them politically?

What if Republicans decide to keep Golden Hill and recommend spending the necessary millions to upgrade the facility? In theory, it would then be up to Hein to create a renovation plan and work with the Legislature on a financing plan. Would Hein risk being labeled the bad guy by refusing to take this path and push the Legislature to give him the decision he wants (to sell!!!)? Or, will Hein be forced to go through the motions while quietly working behind the scenes to make sure a bonding resolution lacks the required votes to pass?

It appears that by recommending to keep and repair Golden Hill, Republicans will make themselves look good in the eyes the facility's many supporters while putting Hein in a difficult situation. Will Republicans follow this path?

Comptroller Lucky Auerbach, for one week, achieved a competency that's been missing for all of his tenure by producing two credible reports on county government.

UCRRA
Auerbach's analysis of the UCRRA provided facts to show the agency is struggling to survive each year and rightly declared the agency doesn't have a plan for the future. The Comptroller even pointed to a way to bring the RRA into solvency. Auerbach referenced the Cashin/Cahill report commissioned by the county Legislature in 1999. The report called on the county to seek a legal remedy to regain a form of "flow control" and establish a special property taxing district to generate revenues to eliminate the county subsidy to the agency. Due to its suggestion to create a new property tax, the report was put in the circular file in 1999 and will unlikely have the support of the Mighty Heiny now. The RRA was the spawn of a special committee formed two decades ago to address the county's solid waste problem. Perhaps its time for a new committee to figure out how to rid itself of the RRA.

COUNTY MEMBERSHIP FEES
Next, Auerbach managed to uncover that the county is spending $100k annually on non-mandated memberships in various government related organizations. Even though property taxes would be reduced by 1/8th of a percent if the county ended this practice, finding $100k in potential savings is significant. How in the world did the Mighty Heiny miss this tantalizing low piece of hanging fruit?

Like a blind squirrel, even Lucky Auerbach will find a few acorns once in a while!

* The first "We're Going to Sell Golden Hill Health Care Center - Deal With It" public forum was held in Ellenville the other day. A member of the Mighty Heiny's staff, Deputy County Exec Marshall Beckman, was on hand to give the Mighty One's position on the issue (as reported by MidHudsonNews.com).

According to the Deputy County Executive for Health and Human Services Marshall Beckman, County Executive Michael Hein does not have a specific position about selling the Golden Hill Health Care Center. However, Beckman made note of the county executive’s recognition of the quality of care given at Golden Hill and the necessity to retain their current capacity of services. “We absolutely have to have those beds in the Ulster County community, that’s a very clear point he’s making. His other major point is that whatever decision is made by the legislature it has to be affordable to the taxpayers of Ulster County.”

TRANSLATION: We are going to sell Golden Hill's beds to a private company.

* It appears the Ulster County DA's race this Fall will feature Democrat Jonathon Sennett vs. incumbent Republican Holley Carnright. Carnright is well-regarded in political circles, but the Democratic enrollment edge in the county ensures a tight race. In recent weeks, we've seen a preview of the upcoming campaign. Sennett criticized Carnright for his lack of vigor in pursuing investigations of the RRA and jail fiasco. Carnright's supporters are painting Sennett as a pro-marijuana lefty in the mold of defeated County Court Judge Deborah Schneer.

* The Mighty Heiny is pushing the Legislature for $50,000 to pursue a lawsuit against the NYC DEP over dirty discharges into the Esopus Creek. Looks like Hein's previous chest-thumping had little effect on the DEP - the agency ended the discharges on its own schedule. Given NYC's vast resources, the process may take a long, long time. It appears Hein's victory lap was premature.

Ulster County - Year 2 AC (After Charter)

Ulster County just marked its second anniversary of its new form of government. As it turns out, the groups opposed to the charter were right - the County Executive was given too much power. Pro-charter advocates were also right - the new government has improved decision making & efficiency. But while efficiency has improved, it has come at the expense of democratic government.

Good government advocates rightfully criticized the old "parliamentary" style of government which existed the previous 40 years. For most of that time, county government was ruled by Republicans with an iron fist with little regard for public opinion. The new government simply replaced one political dictatorship with another.

County Executive Mike Hein has assumed total control over county government in a way that charter supporters never imagined. He has ruthlessly "steamrolled" over any and all obstacles in his path. He has a million dollar staff at his bidding. He has absolute mastery of the local media.. And, because of a compliant press corps and a lack of any organized opposition, he is viewed favorably by the public.

The Legislature, intended to be a counter-weight to the Executive, has failed miserably at this task. The Legislature seems unable/unwilling to stand up to Hein at all. While Hein has "staffed up," the Legislature has failed to give itself the tools to properly embrace its "policymaker" role. The Legislature should think about shifting the responsibilities to current staffers so they take on a more traditional research/policy development role. The Legislature (especially when controlled by the opposite party of the Executive) also needs to create an effective public relations operation to match the Exec. Maybe the next generation of Legislators will have the balls to create such a structure.

Another major factor in Hein's dominance is that he, despite his flaws, is playing the political game at the major league level while the Legislature is stuck in Little League. The incumbency plan Hein has followed is used by successful politicians all over the country. The failure of Republicans to dent Hein in the media has limited their ability to find a worthy candidate to run against him this Fall.

To beat Hein, a Republican will have to raise about $300k. If such a candiate exists, Hein has enough negatives to make the race somewhat interesting. But, even in the best case for Republicans, Hein still wins by 10+ points. Hein's only real threat will be if a left-wing Dem decides to challenge him.

In conclusion, two years into the new government, the Executive has dictatorial control over county operations. With no one out there to stop him, Hein will continue building his political dynasty and will lord over Ulster County politics as long as he wishes. The Legislature continues to stumble along, punch-drunk and unsure of its role. The public has been conned into believing all is well - but would be shocked if it knew how Hein and his cronies really operate.

Improved efficiency - yes. But, tyranny is still tyranny. Political monopolies are never good for a democracy.

Then, even before Ulster County residents had time to digest Auerbach's handywork, came a new press item (click here) that, believe it or not, Auerbach made a mistake and "grossly" misreported the attendance rate of a Legislator.

OMG!!! This is the man responsible for being the "watchdog" over county finances??? This is beyond embarrasing!!! How does he screw something as simple as this up???

The state Comptroller just released an audit (click here) of the Village of Ellenville during the time county Comptroller Lucky Auerbach was Village Manager.

Here's a brief summary of the audit's findings:

The Village’s financial condition has deteriorated in recent years. Because the Board overestimated revenues and did not establish adequate controls over user fee rates and billings, the Village experienced deficits in its operating funds during the 2006-07, 2007-08, and 2008-09 fiscal years. The sewer fund and general fund reported unreserved, unappropriated fund balance deficits of $531,884 and $660,250, respectively, at the end of 2008-09. Village officials used inter-fund advances and short-term debt financing to provide cash; however, these measures only perpetuated the Village’s financial problems. We also found that the Village’s investment accounts for its $4.5 million Mountain Property Reserve do not comply with investment standards outlined in General Municipal Law and are not properly secured. Finally, the Village needs to improve its controls over purchasing, computer operations and the parking ticket program.

Funny how this was released just after Auerbach's re-election.

Hein's proposal to save money by having the Meals on Wheels program serve frozen meals to Ulster County seniors. When faced with backlash, Hein trotted Deputy County Exec Bob Sudlow out to take the heat.

Of course, it'd be too easy for Hein to cut some of his staff or get rid of the jobs he created for his cronies to save some money to help Meals on Wheels continue to serve hot meals to needy seniors.

It's too bad there are no Republicans on the county Legislature to take advantage of Hein's faux pas. The only way for a GOPer to have a chance at beating Hein next year is for Republican Legislators to soften him up when opportunities arise.

Many party backers also believe that Republican Legislative leaders are a little too cozy with Hein. The Mighty Heiny's plan to get rid of Golden Hill Health Care Center took a major leap forward this week. A Legislative Committee studying the issue reported that renovating or building a new facility would be very costly. The committee also outlined ways the county could get out of the nursing home business.

Notably absent was the Mighty Heiny, who's secret goal since entering county service has been to close/sell Golden Hill. Hein has skillfully manipulated the Republican-led Legislature into taking the lead on the issue while quietly directing the action behind the scenes.

At this point, all signs point towards the Legislature recommending closure or sale (posters on this blog have indicated the sale to be to a Hein buddy). Such a decision by the Legislature would give Hein the cover he needs in his re-election year. He can and will say it was not his decision, but the Legislature's - leaving those Legislators who vote for closing facing the wrath of legions of Golden Hill supporters and CSEA.

Give Hein credit, he has played Republicans like a fiddle. As has been stated repeatedly on this blog, Republicans need to force Hein to front on center on this issue. But, at this point, it appears the GOP will let Hein off the hook,

Per the unofficial results, Democrats will remain on Row A and Republicans on Row B. Thanks to a strong showing, the Conservatives will replace the Independence Party on Row C. The Working Families Party is claiming to have won the D line, pushing the Indy's to Row E. The Green Party also earned ballot status.

* Is it any wonder that the Ulster County Legislature's Ways & Means Committee, led by Rich "The Brain" Gerentine, failed to make any changes to the Mighty Heiny's budget proposal? Gerentine even indicated he is happy with Hein's budget. WTF!!! Isn't Gerentine a Republican? Gerentine is very close, some say too close, to organized labor - who are big Heiny supporters. Wow! To quote a poster, Mojo sucks at predicting. It seems there was a big blue force field protecting New York State and Ulster County from the Republican hurricane sweeping the rest of the country.

It appears Democrats maximized their enrollment edge by winning the voter turnout battle. Judging from the results, Republicans didn't turn out in force as expected. While the GOP captured some local congressional seats (but not from Maurice Hinchey, who survived his closest election in over a decade), Democrats swept every statewide and countywide race by large and/or comfortable margins.

Our local state representatives also survived the anti-incumbent wave by winning their re-election battles. Kevin Cahill rode his two-to-one enrollment edge to easily turnback Peter Rooney. Bill Larkin and John Bonacic coasted to victory. However, it's too early to tell if Republicans took back the state Senate.

More analysis to come when the final numbers arrive.

Hinchey vs. Phillips Update

Real Clear Politics has, within the last two weeks, moved this race from the "Safe Dem" category, to "Likely Dem," and now to "Leans Dem." If Phillips continues to gain on Hinchey, the race will move to "Toss Up."

Nate Silver's excellent website FiveThirtyEight just recently gave Phillips a 12% chance of knocking off Hinchey, up from 4% last week. Silver's model suggests that while Phillips has the momentum, he still has a lot of work to do to prevail.

While a new poll released by Hinchey shows the Congressman with a 17 point lead over Phillips.

WTF??? Auerbach's audits are sloppy, lazy pieces of crap designed for maximum his public relations exposure. Auerbach taking back door credit for former RRA Director Mike Bemis' firing is utterly ridiculous - Auerbach's report didn't mention alleged sexual misconduct or falsifying records.

Thankfully, what the Freeman's opinion is worth jack shit. On Election Day, the Democratic wave that swept Auerbach into office will reverse course and sweep him out.

With Andrew Cuomo, Chuck Schumer and Kirsten Gillibrand enjoying large leads over their GOP rivals, the expected 2010 Republican hurricane will miss New York. The races for state Comptroller and Attorney General races have been duller than Rich Gerentine's brain waves. Bonacic and Larkin should win re-election to the state Senate handily. Sheriff Paul Van Blarcum is cruising to re-election and the Tantillo/Auerbach lacks sizzle because neither has much money to spend. Where's a local hardcore political junkie go for some action? Mojo will tell you where - Maurice Hinchey vs.George Phillips and Kevin Cahill vs. Peter Rooney.

Phillips, thanks to a $300k ad blitz by a conservative group and a series of Hinchey gaffes, has the momentum and a strong grass roots support from local Tea Party members. Rooney has spent his own money to launch an effective campaign against longtime Assemblyman Cahill. While both Republicans are facing uphill battles, their campaigns have added excitement to a boring campaign season.

Politics is about passion. The Republican base is energized, just like the Democratic base was energized two years ago. Given the liberal dissatisfaction with President Obama and Cuomo, Schumer and Gillibrand appearing to be safe, Democrats may not be energized to vote on Election Day. While Republicans are disappointed with Carl Paladino's implosion, they will still come out to express their frustration with Washington and Albany by voting for Phillips and Rooney.

The Phillips/Rooney tide will especially help Republicans running on the county and town levels. While Sheriff Van Blarcum appears safe, Fawn Tantillo will likely ride the tide to victory over hapless Elliot Auerbach. Look for the pattern to be repeated across the state, as Republican Congressional and Senate/Assembly candidates will likely outperform the top of the ticket. This "bottom up" approach may give a boost to Republicans Harry Wilson (Comptroller) and Dan Donovan (Attorney General).

While Phillips and Rooney may not ultimately prevail, their coattails my carry many local Republicans to victory.

Hinchey in Trouble?

It's been a very bad week for Congressman Maurice Hinchey.

First, thanks to YouTube, word of his awful performance at a Saugerties debate with his GOP opponent George Phillips and angry confrontation with Daily Freeman Reporter Bill Kemble is spreading like wildfire. Now, a Conservative group is launching a $300,000 media blitz against him (click here for story).

Hinchey followed up a debate performance where he looked old, confused and out of it with a screaming match with Kemble, who is claiming Hinchey touched his throat. Hinchey enjoyed a large fundraising edge over Phillips, so the $300k being spent on Phillips' behalf is HUGE.

Political websites have declared Hinchey safe so far. The decision to invest in Phillips' candidacy suggests a shift in the polls to show that Hinchey is vulnerable.

Phillip has a large group of energized supporters around the district. This, along with the anti-Obama sentiment and new financing, may be enough for Phillips to knock off Hinchey -which would be an upset of biblical proportions.

* Sheriff Paul Van Blarcum made public his displeasure with the budget cuts the Mighty Heiny made in his department. Van Blarcum also said Hein overstated revenues from jail board-ins, which casts doubt on the Mighty One's zero property tax budget. Kudos to Van Blarcum for having the cojones to stand up to Hein.

* Maybe Hein should pay attention to Dutchess County Exec Bill Steinhaus, who showed true leadership by cutting a member of his staff to close a large budget deficit.

* Republican Legislators are in a tizzy over Hein's budget proposal. Worried about reduced services on one hand, worried about keeping the property tax at zero on the other. Majority Leader Paul Hansut has called on his flock to step up to the plate. Lets see if the GOP is ready for the big time.

* Rumor has it the Saugerties HITS hotel project, which Congressman Maurice Hinchey is a part owner of the land, will receive generous property tax breaks as part of its economic development package. The project has cost Hinchey the support of longtime liberals in Saugerties.

State Commission Spanks Heiny

According to an article in the Daily Freeman, the NYS Commission on Corrections (the same outfit that mandated the building of a jail) rejected the Mighty Heiny's proposal to lay-off the warden at the county jail.

Faux Deputy Budget Director/Minister of Fluff JJ Hansen (filling in for Hein, who seems to disappear when bad news arrives) said in the article it's up to Sheriff Van Blarcum to come up with new budget cuts to necessary to keep a zero percent tax increase, which is, according to Hansen, "non-negotiable." Savings are needed in order to maintain proper staffing levels at the jail. Van Blarcum, a loyal guy that worked his way up the ranks in the Sheriff's Dept., is rightly balking at making any cuts.

* Republicans are privately hoping that two southern GOP County Legislators will stick a sock in it already. Party regulars are pissed at the pair for stupid, short-sighted resolutions that have to be embarrassingly pulled due to lack of support, rolling over on the Mighty Heiny's Youth Bureau pick, and selfish attitudes that have put the Republican Majority at risk.

* About 500 people attended a fundraiser at $75 a pop for the honor of kissing the Royal Hein-ass. A large number of Republicans were said to be in attendance. Say what you will about Hein, he's certainly made county government his bitch in a period of time.

* A commission studying salaries in Ulster County government found that the Mighty Heiny is the highest paid county executive in the area. Surprise! Maybe this had something to do with the large raise Democrats gave Hein before he took office.

Rumor has it that Sheriff Paul Van Blarcum is royally pissed-off over the Mighty Heiny's budget proposal.

It appears the Sheriff was given short notice that the jail warden was being layed-off. Van Blarcum is also saying many of the people Hein targeted in his department for early retirement aren't ready to retire and that Hein has overestimated jail board-in revenues.

While Hein got the zero property tax increase he wanted, apparently he had to break a few eggs (over Van Blarcum's head) to get there.

Van Blarcum shouldn't be surprised. He's the latest victim of the Hein ego machine that is looking to expand his reach into each and every sector of county government.

$379.42 is the balance on hand reported by Ulster County Elliott Auerbach in his most recent campaign filing. His opponent, Fawn Tantillo, reported an ending balance of over $9000.

With so little money involved, the race between Auerbach and Tantillo will be heavily dependant on national/state trends - which presently is giving an advantage to Republicans.

Auerbach better hope Andrew Cuomo has huge coattails in the county and disheartened Democrats turn out to vote, or else his Reign of Error will be coming to a merciful end.

The Heiny Budget

The Mighty Hein today confounded those who heeded his own dire financial warnings by producing a tentative 2011 budget with a zero property tax increase.

Hein accomplished this, despite increased retirement system costs and large subsidies to the county nursing home and the UCRRA by reducing the county workforce by layoffs and attrition (none from his own staff), health insurance savings, increasing sales tax projections, and by borrowing a hefty amount from the fund balance.

Hein's plan is not without its perils. His plan is heavily dependent on "one-shot" actions that equate to roughly a 20% property tax increase. Traditionally, vacant positions were kept in the budget to provide a cushion. Hein has taken a lot of these positions out of the budget the last two years. Given Hein accuracy in past sales tax projections, predicting a $1.6 million increase seems risky. Hein is also, once again, using $12 million (which equates to 16% in property taxes) to offset a potential tax increase, leaving the bare minimum fund balance recommended by the State Comptroller. Lets see if Republicans in the Legislature find any problems with the budget.

It will be interesting to see how the 2012 budget, to be released in Hein's re-election year, plays out. Rest assured, Hein will do whatever he has to deliver at least another zero. By then, the Legislative Committee looking into the Golden Hill Health Care Center should deliver to Hein what he wants - a recommendation to sell the facility and give Hein the chance to drop hundreds of workers from the county payroll.

Let the battle for Golden Hill begin!!!

Right in the Nuts!

Bankrupter of Ellenville Elliott Auerbach released his latest poorly researched, politically motivated report, this time claiming that the Mighty Heiny's Commissioner of Finance has failed to collect $2 million in bed taxes.

Whereas Auerbach has previously taken shots at soft and politically safe targets (Dean Palen, the Republican Legislative Majority, the UCRRA), this time he nailed the Hein right in the nuts. Maybe Auerbach forgot that you don't tug on Super Heiny's cape, especially a month from a tough re-election battle with the tide going strongly against Democrats.

As usual when bad news hits, Hein hid behind the skirt of Deputy Commissioner of Finance Wanda Prowiser, who effectively exposed Auerbach's report for what it was - shit!

Auerbach's motive was obviously to show that he's independent and bi-partisan. Problem is, every Auerbach report exposes him as a clueless amateur who doesn't even have enough sense to hire a competent staff to make him look good.

It is well known Hein and Auerbach aren't the best of friends - but this is ridiculous. Knowing how Hein takes criticism, it is unlikely he will ever forgive Auerbach for this attack. Too bad for Auerbach, Heiny's money may have been the only thing that saves him from defeat.

Over the Line!

This week, the Mighty Heiny took advantage of a Charter-mandated duty to promote himself and send a clear message to the Legislature that he will have a say in redistricting.

Under the Charter, the Executive is required to publicize the upcoming Legislative redistricting and solicit the public for members to serve on the seven member "Commission on Reapportionment." From this list, Republicans and Democrats each select two members, who then choose the remaining three members.

Not only did Hein perform this duty with customary relish, he used the opportunity to rail against the practice of gerrymandering (maybe he should see how his buddy Maurice Hinchey feels about the subject!). If you want a good laugh, check out the website Hein created here.

A big fear among Republicans is that Hein will try to interject himself further into reapportionment by vetoing GOP applicants behind closed doors and only offer up candidates to his liking. Another unresolved matter is: who has final say over the final reapportionment plan? Will Hein have veto power over the final product? Hein will no doubt lobby "fellow" Dems furiously behind the scenes for a few Heinophiles to serve on the Commission. Will Legislature Dems once again roll over for Hein? (You bet!)

There are a couple different ways this could work out: a bipartisan group of distinguished citizens ala the Charter Commission are selected and they come up with a fair, balanced plan regardless of political consequences; OR, a bipartisan group of distinguished citizens work with their political parties behind the scenes to come up with a compromise (with a tad bit of gerrymandering) to satisfy all sides. Under this scenario, the Legislature would have enough bipartisan support to overcome a Heiny veto.

Regardless, Hein's co-opting of a Legislative issue shows clear insight into his thinking about county government - it's all about him!

* Despite last minute maneuvering by her opponents, Robin Yess was elected Chairperson of the Ulster County Republican Committee. Yess's victory is yet another sign that machine politics is on the road to extinction in Ulster County.

* Carl Paladino blasted Rick Lazio in the NY GOP Gubernatorial, winning Ulster County by a landslide. Lazio will stay in the race on the Conservative line to stick it to Paladino and to try to beat out the Independence Party for the "C" line and/or thwart Paladino's Taxpayer Party from gaining ballot status.

* The ACORN backed Working Families Party (WFP) knuckled under to Andrew Cuomo's ultimatum to get behind his reform agenda or face extinction. WFP leaders must have figured it's better eat some poop (by agreeing to support Cuomo's tax cap plan) now and hope public opinion on labor unions improves over the next four years. Something to watch in November - will Paladino get more votes on the Taxpayer Party line than Cuomo gets on the WFP?

* Peter Rooney began his media blitz against incumbent Assemblyman Kevin Cahill, trying hard to tie him to Assembly Speaker Sheldon Silver. Financing won't be a problem for Rooney, but how will he overcome Cahill's massive enrollment edge (there are approx. 10,000 more Dems than Republican/Conservatives in the 101st A.D.)? Obviously, Rooney is hoping to win a large majority of the 31,000 non-enrolled/Independence Party members and hope Democrats stay home.

* Bankrupter of Ellenville Elliott Auerbach gave the Ulster County Legislature a "teaching lesson" on the need to send out an RFP to hire a budget analyst. Here's a teaching lesson for Auerbach for this November:
NO OBAMA = DEFEAT.

* The Mighty Heiny and Auerbach joined forces for a laughable tag-team assault on Legislature Chairman Fred Wadnola on the alleged lack of oversight of the UC RRA. Maybe Hein forgot that he and his "fellow" Democrats were in charge of the county for four years before Republicans took back the Legislature and did nothing whatsoever with the RRA. Talk about cojones!

Auerbach's Latest DUHHHHHHHHHH Report

Ulster County Comptroller Elliot Auerbach (the Bankrupter of Ellenville) is at it again. In a desperate effort at relevance, he released his latest "fart in the elevator" report - the Ulster County Resource Recovery Agency (RRA) is a drain on county coffers. DUHHHHHHHHHHHHHHHHHHHHHH!!!!!

As usual, Auerbach did a shitty, shoddy and half ass job. The UCRRA was created about 20 years ago (at the request of the towns) in response to a state edict that municipalities create solid waste plans (and close its landfills). The agency has been broiled in controversy since it's creation.

The RRA was set up with a single goal - create a countywide landfill. With "flow control" (the ability of a municipality to control all the waste generated within its borders), the RRA - in theory - should be able to be self-sustaining. Tens of millions were bonded by the agency to help it meet its mission. But, things didn't go according to plan. First, the RRA was unable to find a site for a landfill (thanks to massive community opposition). Second, flow control was struck down by the courts. Suddenly, the RRA was obsolete. About a decade ago, the RRA started receiving financial support from the county to sustain its operations.

Even though many thought the best option was to terminate the RRA, the service agreement between the agency and county makes it an unattractive option. If terminated, the county would have to assume the agency's debt and dispose of its assets.

The county's oversight of the RRA during the Dan Alfonso years can best be described as "loose." But, there was an effort in recent years to cut agency expenses as much as possible to keep the county's financial contribution as low as possible.

Instead of adding up all the service fees paid to the agency, Auerbach should have offered a blueprint on how the county can dissolve the RRA once and for all. Problem is, that is a difficult and complex question. After all, if there was "low handing fruit" at the RRA, the Mighty Heiny would have plucked it long ago.

The bottom line is that county is stuck with an agency unable to fulfill the mission for which it was intended. Terminating the agency appears to be an unattractive option, so the county has been trying to make the best of a bad situation.

Rather than expose government waste, Auerbach once again exposed himself as a complete amateur with no clue on how to do the job Obama elected him to do.

* A rumor floating around the County Office Building is that the Mighty Heiny is about $16 million off in sales tax revenue projections. If true, expect Hein to "get out his chainsaw" and cut the county budget and workforce to the bone. Some financial wizard!

* Robin Yess is the only announced candidate seeking to replace Mario Catalano as Ulster County Republican Chairperson. Some other names were bandied about, but no one else has taken the plunge. One such person, Dave O'Halloran, Chairman of the Rochester GOP, had desires for the top spot. But, his ambitions were cut off at the knees when it was discovered he made many, many donations to Democrats, including the Mighty Heiny and Elliott Auerbach.

* It appears a GOP Legislator from the northern part of the county is being excluded from Republican strategy sessions due to his/her closeness to the Mighty Heiny. Incriminating emails have been circulated to GOP Legislators proving the point.

Reality Check

The Mighty Heiny - Give Hein credit for one thing, he's absolutely relentless in pursuit of his goals. Hein has outwitted, outplayed and outlasted his foes to become tippy top dog in Ulster County. Legislature Dems who plucked him from obscurity must be kicking themselves for creating a monster that now looks down on them with disgust. Hein's brutal management style, personality flaws, megalomania and penchant for pooping on who those who helped him get elected has created a legion of enemies eager for revenge. Ignored by the fawning local press corps is the fact he has not had much success implementing his well-hyped initiatives (like the shared highway services plan) and his economic development record is very poor.

Yet, Hein is still an overwhelming favorite to be re-elected next year. Why? Despite his flaws, Hein has greatly succeeded in media relations. Hardly a day goes by without a press release being issued by the Minister of Fluff of the moment. Hein's name is all over the radio waves on public service announcements. His name plastered over every county brochure. This is the same strategy used by office holders around the country - and it works. Nowadays, voters are too busy to study county issues in depth. Most are totally unaware of Hein's flaws and see him as trying hard to reign in county government. Legislature Republicans lack an effect media counterweight to Hein. In addition to name recognition, Hein will have a strong fundraising edge against just about any Democrat or Republican he faces.

It's not that Hein can't be beat - he can, but it will be very, very hard. Hein won't receive the Independence Party endorsement and the Working Families may lose party line status. He won't have Obama's wind at his back and the political tide is turning against Democrats. A Democrat running to the left of Hein could give him trouble in a primary. Any Republican taking on Hein better have $100,000+ of his/her own money plus have strong fundraising ability to match the $300,000 Hein will spend on the race.

REALITY CHECK - The odds are 70 -30 in favor of Hein's re-election.

The County Comptroller's Race - Bankrupter of Ellenville Eliott Auerbach faces a strong challenge from Fawn Tantillo. Auerbach, who rode Obama's coattails to an improbable win in 2008 (funny how things can change in two years!), lags far behind the Mighty Heiny is terms of media relations and fundraising. Auerbach seems to be in over his head and has no clue on how to do the job. Tantillo has the Republican, Conservative and Independence lines. Auerbach was forced to dance with the scandal plagued Working Families Party, who other Democrats are staying from like an STD. Auerbach has no fundraising edge over his opponent.

As both candidates figure to spend less than $50,000 each, this race more than others will be effected by national and state political trends. While the national tide is running against Democrats, Andrew Cuomo appears to be headed for a large victory for NY Governor. It's hard to see what impact this will have locally, but equally disgusted Dems may sit out this election (figuring Cuomo's got it made) and motivated Republicans may carry the day. This race also may hinge on whether the Mighty Heiny helps Auerbach raise money. His reasoning would be simple - Auerbach may be a clown, but there is NO WAY Hein wants to deal with Tantillo on a daily basis -she will make his life a living hell!!!

REALITY CHECK - Who will win the Comptroller's race? The odds are 60-40 in favor of Tantillo. Cuomo will not have the large coattails Eliot Spitzer had in 2006.

The Sheriff's Race - Despite a myriad of problems and lawsuits in his department, Sheriff Paul Van Blarcum appears to be a shoo-in for re-election. Van Blarcum has the Independence and Conservative lines and the backing of the non-partisan Kingston political junta that heavily influences county politics. Van Blarcum's opponent, George Goodwin, is a good man and should be given credit for taking on this challenge. While he may not win, a good showing (40% of the vote or more) will make him the frontrunner for the job in 2014, when Van Blarcum says he will leave office. If you recall, Van Blarcum had a moderately good showing against then Sheriff Rich Bockleman in 2002 which was the springboard for his win in 2006.

REALITY CHECK - Van Blarcum will win, but anti-Democrat sentiment will help Goodwin cross the 40% threshold.

The Mighty Heiny recently raised a ruckus when he visited Golden Hill Health Care Center and told workers the county could no longer support the facility and warned that it would soon be privatized.

County Executive Hein's attitude towards Golden Hill has drastically changed from when he was candidate Hein. Although it was widely know that County Administrator Hein wanted to get rid Golden Hill, candidate Hein was adamantly opposed to closing the facility (see the letter at the bottom of this post).

Why did Hein flip-flop? 1 - to secure the endorsement of CSEA, whose largest block of employees work at Golden Hill, and, 2 - to avoid the political fallout from eliminating a popular county service supported by senior citizens - a vitally important voting block.

Why is Hein flip-flopping again? 1 - He's betting that taxpayer's attitudes have changed since 2008 to support privatization, and, 2 - he duped Legislature Republicans into taking the lead on the issue - giving himself cover against any potential political backlash.

As has been stated many times on this blog, Republicans can't let Hein off the hook about Golden Hill. They must not take an action to close the facility without Hein's public buy-in.

I am relieved to hear County Executive candidate Mike Hein say that he's opposed to privatizing Golden Hill Nursing Home. I also am against privatizing the facility. As someone who's seen friends in need of long-term care, I can speak to the superior nature of that facility. After visiting many of the long-term health care operations in our region, I can say without question that Golden Hill is a gem. Specifically, Ulster Counties Golden Hill Health Care Center is a topnotch nursing home with excellent care and great personnel. I believe that this excellent care comes from hard-working caregivers who have decent jobs with benefits and a measure of job satisfaction. Doing the job well is important, not just doing the job cheaply. I know that by electing Mike Hein County Executive, this wonderful facility we have will be preserved. Mike Hein, will seek to contain costs at Golden Hill, just like he has with the rest of Ulster County operations over the last three years. With Mike Hein's skills in budgeting and management we will see the necessary renovations at Golden Hill done with the necessary oversight. Finally Mike Hein is exactly the person I want to send to Albany to represent Ulster County on important issues facing us in the Legislature such as parity between private and public facilities when it comes to Medicaid reimbursement for long-term care. Keeping Golden Hill Health Care Center "golden" is just one of the many reasons why I support Mike Hein for County Executive.

Kudos to the Ulster County Legislature for standing up to the Mighty Hein for the first time under the new system of government by rejecting his unqualified crony chosen to head the Youth Bureau. Two Democrats crossed party lines to deliver a major blow to the Mighty One.

It remains to be seen, however, if this is a one time event or the beginning stages of the Legislature FINALLY asserting itself as a co-equal branch of government. Time will tell.

The July deadline for campaign filings has passed. As always, the latest filings shed an interesting light on Ulster County politics.

The Mighty Heiny

Hein started the year with just under $30,000. He hasn't raised any money this year, but spent over $6,000. He reported approx. $22,770 cash on hand.

Hein donated $2,000 to Andrew Cuomo, $375 to the scandal-plagued Working Families Party, $390 to the Kingston Hospital Foundation, and $345 to the Pan American Dance Foundation in Hurley.

Ulster County Comptroller

Bankrupter of Ellenville Elliott Auerbach started the year with $200 on hand. The good news - he raised over $14,000 since January. The bad news - he spent over $9,000 since January. Auerbach has $5,238.55 on hand Good thing he's not in charge of taxpayer money - oh shit!!!

Joseph O'Connor of New Paltz and ubiquitous Democratic donor Dave Lenefsky of NYC both gave Auerbach $1000. The following people gave $500: Jonah Mendlebaum - Warwick, David Bolles- Ulster Park, Ailsa Gray - Ellenville and Mainetti, Mainetti & O'Connor.

Auerbach spent $1,400 for "website design and maintenance," $900 to Rosenbaum Media for "film editing," $999 to Sun Valley Printing of Binghamton and $500 to William Schecter, Inc. of Lake Hill for "professional services."

Auerbach's opponent, Fawn Tantillo, reported $4,750 on hand. She lent herself $1,000 and received large donations from : Richard Croce - New Paltz, Constance Hornbeck - Pine Bush, Assembly candidate Peter Rooney, the Shawangunk GOP and Republican reject and current Independent Party "honcho" George Devine.

Looks like Auerbach has a very tough race ahead of him.

Ulster County Sheriff

Sheriff Paul Van Blarcum raised over $16,000 since January and reported $12,800 on hand. His opponent, George Goodwin, raised over $1,000 and has $170 on hand.

State Races

Assemblyman Kevin Cahill reported cash on hand of over $50,000. His opponent, Peter Rooney, has $9,000 - all donated by him. Senator John Bonacic has a whopping $730,000 on hand.

Journalist dinosaur Hugh "hiccup" Reynolds (click here for article) offered up a modestly balanced (for him) article on the Mighty Heiny's first 18 months in office.

Hein comes across as vapid and desperately seeking approval and adulation to feed his fragile ego. His personality flaws (megalomania, narcissism) are fully evident. Hein was accurately described by enemies as thin-skinned (INCREDIBLY thin skinned is more like it).

Reynolds rightly called out Hein on his bullshit claim that the Ulster Alive tourism initiative increased bed taxes by 10% by getting Hein to admit the measurements he used were "imprecise."

While Reynolds interviewed friends and foes of Hein, he let the Mighty One off the hook on several occasions.
First, Reynolds gave Hein kudos for taxes keeping property taxes low compared to when Republicans last ran the county. This is true. But Reynolds failed to mention that Hein would have never been able to control property taxes without the revenue generated by the infamous 39% increase (about $100 million over the past five years). Let's see Hein roll back county property tax to 2006 levels before we let him brag.

Second, Reynolds neglected to mention Hein's absolutely awful budget forecasting skills. Hein first made his name (when he was still a Republican) by wrongly proclaiming the county was facing a $20 million deficit (the county ultimately ended up a large surplus). Hein missed his sales tax projection by $8 million last year and made a million dollar budgeting error uncovered by auditors. If these mistakes were made by Republicans, Reynolds and the rest of the county press corps would never let the public forget it.

Third, Reynolds interviewed the CSEA Union President - who has to be careful of what he says to avoid the Wrath of Hein. Reynolds would have gotten a more accurate snapshot by interviewing county employees off-the-record. If he did, he would have learned that morale is at an all time low. County employees are well aware that they are pawns of Hein's ego and ambition.

Fourth, Reynolds let Hein slide on his boast that he's placed "high quality personal in critical decision making roles." What about March Gallager and Kevin DuMond - just to name a few?

Fifth, Hein boasted once again abou the "transformation" of the Health Department. If Reynolds dug a little, he would have learned that former Health Director Dean Palen was about to be fired by the Board of Health in December 2008 - right before Hein took office. But, Hein intervened on Palen's behalf.

Sixth, the article doesn't mention Hein's economic development record - which is poor. Hein did hijack the Credit for Success program, which is creating jobs IN OTHER COUNTIES! Hein has also failed thus far on his promise to create new shovel ready sites.

Many of the people interviewed by Reynolds agreed Hein has usurped too much power. Legislature Chair Fred Wadnola said the Legislature is "struggling" to find its role in the new government. Republicans better find it fast and find a public spokesman to battle Hein or else he will cruise to reelection next year.

Ulster County towns wary of Hein's plan for highways

KINGSTON — Only two towns have signed on to Ulster County Executive Michael Hein’s plan to have towns take on maintenance and plowing duties along county highways.

Hein said the county recently signed one-year contracts with the towns of Saugerties and Gardiner under which those towns will maintain a portion of the county highways that run through them. The town of Hardenburgh already has a contract with the county for snow removal along county highways.

Four other towns are expected to take up the proposal during their July meetings, but outstanding concerns over road conditions and the possibility of large winter storms mean agreements are anything but certain.

“We’re not opposed to the idea but there are some questions we have,” said Woodstock Supervisor Jeff Moran. Woodstock is one of the towns still mulling over participating in the program. The other towns expected to take up the proposal this month are New Paltz, Lloyd and Shandaken.

Ulster County includes 20 towns, three villages and the city of Kingston.

Moran said concerns in Woodstock range from whether the county would give towns additional funding if the region were hit particularly hard by winter snow storms to whether the towns would be liable for repairing county roads that are currently in poor condition.

“We don’t want to take over any roads that are in worse condition than ours,” said Moran.

Shandaken Supervisor Robert Staley said town officials in Shandaken share those concerns. He said the town is considering assuming plowing and light maintenance duties for about six miles of county-owned roads, including county Route 49A, the highway leading to Belleayre Mountain, and a portion of Main Street through Phoenicia.

While the majority of 20 municipalities in the town have not signed onto the plan, Hein said he is pleased with the response to date.

“If those four participate, it’s a 600 percent increase in shared services,” he said.

In January, Hein announced a plan to have the county contract with the towns for winter plowing and light summer maintenance, which he said would include mowing and some pothole repair.

The county is offering towns $6,800 per mile for the work.

The proposal came from a shared municipal services study Hein commissioned in May 2009. The study was conducted by Mid-Hudson Pattern for Progress and funded by a $261,000 state grant.

Hein has painted the plan as a way to provide services in a more efficient and cost-effective manner.

Some critics, however, said the roads would go unplowed longer and may not be plowed to county standards. Others have said the money the county is offering is far less than it would actually cost to perform the work.

Hein said the current agreements call for a one-year pilot plan. If it works as expected, towns will be offered multiyear deals next year, he said

Important Statement to Ulster County Employees from the Mighty Heiny

I love the Fourth of July. I love the parades, the picnics and fireworks. I hope all the hardworking employees of the County of Ulster enjoy the upcoming holiday weekend, because I have a big surprise when you get back.

Effective Tuesday, July 6, all county employees under my domain (except my staff) will be required to wear the uniform pictured above. The person modeling the uniform is a county worker recently caught pilfering pens out of a supply closet. He is currently being detained in an undisclosed location.

I picked these uniforms because I figure it is only a matter of time before I catch all of you committing some sort of crime, so you all might as well get an early jump on prison life.

FYI - blue is a complimentary color to orange. Also,white, tan, light brown, dark brown, and light beige go well with orange.

* Speaking of Auerbach, his lame attempts to get press attention (in stories that have nothing to do with his job duties) are laughable. Recently, Auerbach put out his latest BY THE NUMBERS REPORT which stated there are 75 taxing districts in Ulster County. Problem is, Auerbach forget the approx.10 library tax districts and numerous special tax districts (water, sewer, light, etc.).

Hein Fires Youth Bureau Director

Sources tell MOJO that the Mighty Heiny has dismissed longtime county Youth Bureau Director Krista Barringer.

Heiny's spin is that he's "restructuring" Barringer's area. However, the firing may have been prompted by Barringer complaining about Hein allowing Comptroller Elliott "Brutus" Auerbach to distribute Youth Bureau awards at a recent ceremony. Barringer also was allegedly warned to "stay away" from Comptroller candidate Fawn Tantillo.

It appears Hein's megalomanical grip on county government is getting stronger (and more paranoid) every day. Stay tuned...

* Fawn Tantillo bested Linda McDonough for the GOP nomination for County Comptroller by more than a 2 to 1 margin at the Republican Convention this week. McDonough, the early favorite, was outworked and outsmarted by wily political veteran Tantillo. McDonough's poor performance out on the hustings also contributed to her defeat. Tantillo enters her match against Elliott Auerbach (aka the Bankrupter of Ellenville) with the Republican, Independence & Conservative lines. Auerbach may need the expected Andrew Cuomo tidal wave to save his ass this time.

* Nick Woerner will be taking on Julian Schriebman for control of the Ulster County Democratic Committee. Republicans are on their knees hoping this happens. Woerner not only destroyed the Town of Ulster Democratic Party last year, he helped Republicans win back the Ulster County Legislature (taking out Gary Bischoff & Brian Cahill) by deluding himself that he could defeat Jim Quigley despite his horrendous record as T of U Supervisor.

Merriam-Webster's online dictionary defines "frenemy" as "one who pretends to be a friend but is actually an enemy." After discovering the source of the "Mike Hein never graduated college" rumor, it appears the Mighty Heiny has more than frenemy to worry about.

After a little digging, MOJO found the rumor originated with two supposed friends of Hein. It appears the two Democrats - one a world renowned young blogger and the other a high ranking elected county official from the southwestern part of the county (near Ellenville) - noticed a change in Facebook status for the Mighty one and started spreading the word, hoping it would spread like wildfire.

In the future, Hein would be wise to follow the advice of the Godfather - keep your friends close, but your enemies (or in this case, frenemies) closer.
